First Home Focused (Targeted Areas)

The First Home Focused Program provides a low-interest rate first mortgage loan for homebuyers purchasing a home in Nebraska that is located within a federally designated target area. You do not have to be a first-time homebuyer if you purchase a home within a target area.

There are maximum income and purchase price limits that apply to all homebuyers. You must live in the home as your principal residence.

The minimum credit score requirement for government and conventional loans is 640 with a maximum total debt to income ratio of 45%. If your credit score is 660 and above, NIFA will allow a maximum total debt to income ratio of 50%. If your Participating Lender needs to use manual underwriting guidelines to approve the loan, the minimum credit score requirement is 660 with a maximum housing expense ratio of 31% and a maximum total debt to income ratio of 43%. If you do not have a credit score, you may still qualify for a loan subject to a maximum housing expense ratio of 31% and a maximum total debt to income ratio of 43%. The First Home Focused interest rate is subject to change from time to time. Homebuyers have the option of choosing a government or conventional loan product.

You may also determine if an address is in a NIFA targeted area by using our new interactive Nebraska map. The following link will take you to the interactive map of Nebraska. In order to determine if a home is in a targeted area, type in the exact address or city in the white box located in the upper right corner above the map. This information will zoom you directly to that location on the map. Target areas are indicated by shading. You can also use the + or – symbols located in the upper left corner of the map to zoom in and out of the map to see more or less of the area around the address/city.

The following census tracts are included in the NIFA targeted areas:

Adams County - 9661

Douglas County – 3, 4*, 5, 6, 7, 8, 11, 12, 19, 21*, 22*, 26, 27, 29, 32, 40, 51, 52, 54, 59.01, 59.02, 60, 61.01, 66.03, 74.40

Jefferson County – 9638

Lancaster County – 4*, 5, 6, 8*, 17*, 19*, 20.01, 20.02, 21

Scotts Bluff County – 9537

*Census tract numbers with asterisks are “Areas of Chronic Economic Distress” and qualify as eligible target areas.
