NIFA provides technical assistance that includes identification of turnkey builders, preparation of model legal documents, integration of craft training opportunities, continuing consultation on affordable housing planning and construction, mortgage financing, as well as other related program matters. The local HDC, in addition to coordinating the project, may choose to provide down-payment assistance and/or soft-second mortgage financing to the buyers.

The homes are approved for USDA-RD financing and the NIFA First-Time Homebuyer program. They are also covered by an extended buyer's warranty.
Typically, NebHI-RED homes are well insulated, have low exterior maintenance, have three bedrooms with approx. 1000 sq. ft. and are of various styles, consistent with the locality. The local government or the HDC generally provide the sites at no or low cost. Purchasers have typically been introduced to the home buying process through first-time homebuyer classes organized by the participating HDC.
Various construction techniques have been employed in the NebHI-RED program including completely conventional stick built, foam-core structural panels (up to 8" x 24"), whole-house modular construction with conventional poured walls and footings, as well as walls poured in a stay-in-place foam board forming system.
